What a Personally Procured Move Is — and Why It Pays to Hire a Carrier

When you receive Permanent Change of Station orders you have two ways to move your household goods. The government can arrange the move for you through the Defense Personal Property System — or you can arrange it yourself under a Personally Procured Move and the government reimburses you.

A PPM — formerly called a DITY move — pays you a percentage of what it would have cost the government to move you. If you hire a licensed carrier for less than that amount you keep the difference. For many service members leaving Florida and Georgia a PPM with a licensed direct carrier means a professional move and money left over.

What You Need for PPM Reimbursement — and What We Provide

The finance office pays you based on documentation. Miss a piece and the claim stalls. Here is what you need and where it comes from.

Certified weight tickets — empty and loaded. The single most important document in a PPM. The truck is weighed empty before loading and again after — the difference is your shipment weight and your reimbursement is calculated from it. Direct Relocation Services obtains certified weight tickets on every PPM and provides copies with your paperwork.

Bill of lading. Issued on every move. Shows origin, destination, dates, and inventory.

Itemized invoice. Your binding estimate is the invoice — same number at booking and at delivery. Finance offices like binding estimates because there is nothing to reconcile.

Proof of payment. Receipt for every payment made.

Your orders and PPM authorization. Yours to provide — bring them to your Transportation Office before the move to get the PPM approved and the estimated reimbursement amount.

Advance operating allowance. Many service members can request up to 60 percent of the estimated reimbursement in advance to cover the mover’s deposit and pickup payment. Ask your Transportation Office before booking.

Why a Binding Estimate Matters More on a PPM

Your reimbursement is a fixed number based on weight and distance. If the mover’s price goes up after booking, the extra comes out of your pocket — not the government’s.

Direct Relocation Services issues a binding estimate based on your inventory. The price does not change unless the inventory changes. On a PPM that means you know your margin before the truck arrives.

A broker’s non-binding estimate can increase at pickup or delivery. On a civilian move that is expensive. On a PPM it erases the money you were supposed to keep.

PCS season runs May through August and it is the busiest period of the year for every licensed carrier in Florida and Georgia. Report dates do not move; carrier availability does.

Delivery to Your New Duty Station

Our own trucks pick up and deliver within our Florida and Georgia radius. For duty stations beyond that radius your shipment is transferred to a licensed partner carrier under an interline agreement — carriers we have worked with for over ten years — and you receive a delivery window at booking. Base housing, off-base housing, and temporary lodging deliveries are all routine; provide the delivery address and any gate or access requirements when booking.

If your housing is not ready when the shipment arrives, storage-in-transit is available under the same contract.

Does Direct Relocation Services handle government-arranged DPS moves?
No. We handle Personally Procured Moves where you hire us directly and are reimbursed by the government. If your Transportation Office arranged a government-managed move through DPS, a transportation service provider will be assigned to you.

Do you provide certified weight tickets for PPM reimbursement?
Yes — on every PPM. Empty and loaded certified weight tickets are provided with your bill of lading and invoice.

Can I get a PPM advance to pay the deposit?
